Administrator Weekly Report for 5/5/25

Week of 4/14 Update: Hiatus Next Two Weeks, Pet of the Week

The weekly administrator update will take a hiatus for the week of 4/14 and 4/21.  It will return on 4/28.

Pet of the Week

The St. Joseph Bay Humane Society Pet of the Week is Freedom/Bear! Freedom/Bear came to the shelter as a stray in December of 2024. He was living on the streets for most of his life and dodging cars as he searched for food in the downtown area. The locals named him “Freedom,” but, after some investigating and confirmation, it turns out his real name is “Bear.” Freedom/Bear responds to Bear more than Freedom, so the staff calls him Bear. When he came to the shelter, his left back leg was non-weight-bearing bearing and it was very apparent he had never had a home life. The vet found he had an older injury, most likely caused by being clipped/hit by a car. Freedom/Bear was given medication and told to be on kennel rest for 3-4 weeks.  Freedom/Bear has finished with his kennel rest and can’t wait to go play out in the play yards. Freedom/Bear was very terrified of a leash and was very wary of humans. It didn’t take him very long to completely fall in love with the shelter staff and realize he really, REALLY likes cuddles. Freedom/Bear has acclimated very quickly to walks on a leash, and he has very good leash manners.  Freedom/Bear keeps his kennel pretty clean. Freedom/Bear wasn’t sure what toys were, but he LOVES the toys that squeak! He is very food and treat-motivated. Freedom/Bear has spent most of his life on the streets, so his new family would need to understand he might need extra time to adjust to being in a loving home. Week of 4/7 Update: Projects, Pet of the Week

Parker Park Restrooms
The restrooms are installed, and concrete work is complete! Just a few finishing touches remain—like setting a timer for the exterior light—but otherwise, this project is wrapped up.

UTP Restrooms
Restrooms and benches are in, the soil’s been filled, and the flagpole is up. All that’s left is the landscaping around the concrete, and we’ll be done here, too.

15th St. Pedestrian Bridge
This project is officially moving forward! The Council approved the bridge and additional funding at the latest meeting. Check our projects web page for the latest updates.

Parker Park Amphitheater
Another green light from the Council! Funding and the preliminary design have been approved, and we’re moving ahead. Stay tuned on our projects web page.

Nanook & 14th St. Lift Station Rehab
Both of these rehab projects have been approved and are underway. This project extends the life of the lift stations, which pump sewage to the plant.  Keep an eye on our projects web page for updates as they progress.

Renourishment
At the request of the CDC, we’re working on a plan for the City to take over installing post-and-rope fencing on the dunes to help protect the vegetation and wildlife. More details to come!

Pet of the Week

The St. Joseph Bay Humane Society Pet of the Week is Tarzan! Tarzan came to the shelter in June of 2024 when he was found with his brother, Terk, at a known dumping place. Tarzan was in a little bit better shape than his brother, but he was skinny and missing fur. Tarzan did not know how to walk on a leash, and he was terrified of people. Tarzan received the best medical care, and the staff took their time to allow him to understand that not all humans are going to hurt him. Tarzan has become a spunky pup who enjoys roughhousing with his brother out in the yard. His favorite time of the day is when he gets to go for a walk or when he gets treats from the volunteers. Tarzan is making progress on his leash walking and learning the command “sit”. Tarzan is curious about other dogs, but he does hesitate when a dog comes up to him really fast. Tarzan is treat and food-motivated, which comes in handy when teaching him new commands. Tarzan has lots of energy, so he would need a good daily routine filled with playtime and enrichment. Week of 3/31 Update: Beach & Dunes, Pet of the Week

Beach Renourishment and Dune Protection Update:
The dredging and sand pumping are complete! Contractors are now finalizing the structure of the dunes, planting vegetation, and installing post-and-rope barriers to mark designated paths.

New Dune Protection Ordinance:
The City Council has passed Ordinance 851, which makes it illegal to walk or traverse the dunes except through designated walkovers or approved beach access points. The ordinance also prohibits disturbing wildlife, removing sand, altering fencing, storing equipment, and discarding debris. Violations are classified as a second-degree misdemeanor with a $500 fine.

ADA-Compliant Walkover Plans:
We’re in the early stages of planning full ADA-compliant walkovers that would extend from the road to the seaward side of the dunes. We’re working with Anchor to get cost estimates for the engineering and permitting phase of at least one walkover. Additional walkovers may be possible with anticipated grant funding this summer.

Post-and-Rope Extensions and Signage:
The CDC has agreed to extend the post-and-rope barriers currently installed at the top of the dune down the landward side, although we don’t have a timeline for this work. In response to recent foot traffic over freshly planted areas at Sunset Park, we installed temporary post-and-rope barriers on the landward side. The CDC is also installing “Please Stay Off the Dune” signs citing state statutes, and we’re exploring additional signage options, especially for the dedicated beach areas on the east side of town. Our goal is to consolidate information on each sign to minimize visual clutter.

Public Communication:
We’ve posted this information on Facebook, our website, and the page accessible via the QR codes displayed in various locations.

Pet of the Week:
The St. Joseph Bay Humane Society Pet of the Week is Turk!  Turk came to the shelter in June of 2024 when he was found dumped with his brother Tarzan. Turk was in pretty rough shape with missing fur and puncture marks on his chest and legs. Turk was a very scared young pup who did not have a great start to life. Turk has since made a complete recovery, and he is now available for adoption! Turk is a young pup who likes to play out in the yard with his brother. He loves to eat and is currently working on mastering the command “sit. Turk likes to carry his bowl in his mouth after he eats and give the staff googly eyes for more treats. Turk thinks they are on to me. Turk can be a little timid when meeting new people, but he comes out of his shell very quickly. He loves getting new toys and trying them out. Turk is treat-motivated, so teaching him new commands will be great as long as you have treats for him. Turk is working on leash manners and tends to pull some on his walks. Turk would love a family of his own who will play with him outside and cuddle him on a comfy couch.  Turk is up to date on his vaccines, microchipped, neutered, and heartworm negative.


Week of 3/24 Update: P&Z Alternate, Beach Renourishment, Restrooms Open, and Pet of the Week

Planning and Zoning Alternate:
We’re looking for an alternate member to join the Planning and Zoning Board! This position steps in when a regular board member is absent, ensuring that reviews of development proposals, site plans, and zoning applications continue smoothly. It’s a great opportunity to contribute to the growth and character of Mexico Beach by providing thoughtful recommendations on land use and future development. Applicants must be city residents who are interested in learning more about municipal planning and zoning processes. Beach Renourishment:
We’re in the home stretch! Sand pumping will wrap up on 3/24/25, and the contractor will spend the next couple of weeks removing equipment from the beach. Planting is already underway and should be finished by 4/12. After that, the beach will be tilled to soften the sand, except for a 10-foot-wide section at the base of the dune that will remain firm to allow for emergency vehicle access.

Restrooms Open:
Great news! The restrooms at Under the Palms and Parker Parks are now open. Plumbing and electrical connections are complete, and the concrete has been poured and cured. There’s still a bit of landscaping work to finish, but the facilities are ready for use.

Pet of the Week – Jodi:
Meet Jodi! This sweet, red mixed-breed girl came to the St. Joseph Bay Humane Society as a stray with her puppies in November 2023. All her pups have found homes, but Jodi is still waiting for her perfect family. She loves treats, learns quickly, and enjoys her daily walks. Jodi would thrive in a home with older children or an active owner who can keep her engaged. She prefers being the only pet, as she’s a little selective about other dogs and isn’t a fan of cats. Jodi is spayed, microchipped, heartworm negative, and up-to-date on all her vaccinations. She’s also a pro at cuddling and loves splashing around in the kiddie pool! Week of 3/17/25: Excess Shells, Amphitheater Update, Pet of the Week

📢 Excess Shells: We’re currently figuring out the best way to handle the piles of shells 🐚 created by the renourishment project. Due to funding restrictions, they can only be used for city projects, not by individuals. Some potential uses include crushing them for parking bases at the boat ramp, Parker Park, Sunset Park, and Under the Palms Park. No final decisions have been made yet—we’ll determine the best approach once the renourishment project is complete and we know exactly how much shell is available.

🎭 Amphitheater Project: Good news! Bids for the amphitheater project came in lower than expected. Once engineering costs are factored in, we should be right on target with our anticipated budget. The next steps involve Council approval for the bid and funding, which will be addressed in an upcoming meeting. After that, design and construction can officially begin!

🐶 Pet of the Week – Meet Peanut!

This beautiful red mixed-breed girl is all about the good life—she loves leisurely afternoons and cozy naps. A gentle soul, Peanut enjoys walks and being close to her person. She’s quiet and tidy in her kennel and hasn’t met a human she doesn’t like! While she prefers people over cats and other dogs, she does have a playful side and takes treats gently. Peanut walks well on a leash and knows the “sit” command. She arrived at the shelter as a stray in December 2023 and has since received plenty of love and care. She’s heartworm-negative, spayed, up to date on vaccinations, and microchipped!

Week of 3/10/25: Restrooms Opening 3/21, Beach Renourishment Update, Pet of the Week

🚻New Restrooms Opening 3/21!  Great news! The new restrooms are almost ready to open. Power and water are hooked up, and we’re just waiting for the final concrete work to be poured and cured. While we wait for that to finish, the old restrooms will remain open for use. The new facilities are set to open on March 21st!

🏖️Updated Beach Renourishment Schedule. The contractor has advised that sand pumping will continue through March 20th. After that, vegetation planting will begin within a few days. Additionally, work on the post-and-rope walkways over the dunes is expected to start later this week or early next week.

🐾 Pet of the Week: Meet Lumpy!

Lumpy came to the St. Joseph Bay Humane Society in January 2024 in rough shape, but he’s come a long way! Lumpy has since put on some weight and has gotten a case of the wiggles! He sure does love playing out in the yard, and his favorite time is breakfast, lunch, and dinner! Lumpy has learned to sit quickly with treats involved, so he knows he is pretty smart when learning new commands…just make sure to bring the good treats. Lumpy has a goofy personality, especially when he shows off his wiggles when it’s time to go for a walk or play in the yard. Lumpy is learning better leash manners, and he walks better when he is on a harness leash. Lumpy takes corrections well and is interested in making friends who match his personality. Lumpy is a playful pup with lots of love to give and would love to grow up to be a food tester! Lumpy is currently in heartworm treatment, but that hasn’t slowed him down. Week of 3/3/25: Restroom Update, ADA Beach Access, Project Updates, Beach Vending Permits, Pet of the Week

🚻 Restroom Update:
Great news! Restrooms have been delivered and installed at Under the Palms and Parker Parks. This week, crews will connect power and water, and the facilities will officially open for public use.

♿ Improving ADA Beach Access:
Accessible beach access is a priority, and we’re working towards one or more fully ADA-compliant pathways. Right now, some ADA-friendly approaches exist along Highway 98 on the east side of town. We anticipate securing grant funding to support engineering and permitting for comprehensive access—covering the landward side, dune, and seaward side. However, design and construction can’t begin until the dune restoration project is complete, as final measurements are required for permitting.

📌 Project Updates:

🏖️ Temporary Beach Vending Permits:
The City Council is working to revise our beach vending ordinance, which currently restricts vending due to location rules. In the meantime, we’re issuing temporary permits allowing vendors to deliver rented beach items directly to individuals. However, vendors cannot set up rental stations, place rows of chairs and umbrellas, or offer watercraft rentals due to the beach renourishment project. These temporary permits expire May 1, when the new ordinance is expected to be finalized.

Pet of the Week

The St. Joseph Bay Humane Society Pet of the Week is Clark! Clark came to the shelter as a stray in February of 2024. Clark is a handsome hound whose favorite hobby is to taste-test treats. His favorite time during the day is breakfast and dinner. Clark is treat/food motivated. He is a great candidate for command training. Clark is a pretty laid-back guy who enjoys his routine of walks and food. Clark keeps his kennel clean and loves some good scratches behind the ears. Clark can be picky about his doggo friends, so any potential dog siblings would require a meet and greet. Clark is unbothered by thunderstorms and is really mellow in his kennel. Clark loves kids and is very affectionate when being introduced to families. Week of 2/24/25: Political Signs, Hwy 98, Shells at the Boat Ramp, Pets of the Week

Political Signs: Election season is here, and we want to remind everyone that political signs—or any signs—cannot be placed on vacant lots or in the right-of-way. Signs in these areas will be removed by Code Enforcement. Please make sure any signs you put up follow local regulations.

Highway 98 Road Work: The contractor is wrapping up work on the intersections with side streets. Once that’s done, they’ll move on to milling and resurfacing the driving lanes. Expect periodic lane closures starting this week or next. All work is scheduled to be finished by the end of April.

Shells at the Boat Ramp: Just a quick reminder—the shells at the boat ramp are reserved for municipal use only. The grant funding does not allow them to be taken for private use. Thanks for your cooperation!

Pets of the Week

Dog of the Week: Bob
Meet Bob! This goofy, fun-loving five-year-old pup has been at the St. Joseph Bay Humane Society since October 2024. Bob loves to play, run around the yard, and make new dog friends. He keeps his kennel clean and enjoys picking out toys from the bin. While he can be a little strong on the leash, he’s learning to walk with a harness. Bob is super treat-motivated, already knows how to sit, and is working on learning to “shake.” He’d love an active home or a big yard to explore. Bob is heartworm negative, microchipped, up-to-date on vaccinations, and neutered. Stop by the shelter and meet Bob—he’d love to see you! Cat of the Week: Paulie
Say hello to Paulie! This four-month-old kitten is full of energy and curiosity. With her bright golden eyes and playful personality, Paulie is always ready for an adventure. She’s a social butterfly who loves being around people, enjoys head scratches, and just wants someone to love. Could that be you? Week of 2/17/25: Sewage Capacity, Smart Growth, Pet of the Week

Sewage Capacity: Last week focused heavily on sewage management. We are now receiving monthly reports detailing our actual, metered sewer usage. In 2024, our community averaged just 34.2% of our total sewage allotment/capacity. Even our busiest month, September, utilized only 43% of our allotted capacity. This trend has been consistent for years.  On a somewhat related note, work is being done at the treatment plant that will require a disconnect of our main line on Tuesday, 2/18, from roughly 10 pm to midnight or 1 am.  There shouldn’t be any noticeable issues here in Mexico Beach, but we will have staff on-site and standing by just in case.

Smart Growth: Mexico Beach is projected to grow significantly over the next decade, with over 1,400 new residences and approximately 4,000 new residents expected, driven primarily by the expansion of staffing at Tyndall Air Force Base.

We are committed to ensuring that this growth is managed thoughtfully. Our focus is on smart growth, which includes maintaining adequate utility capacities such as water, sewer, and power, as well as ensuring robust emergency services like law enforcement and fire protection. Planning and Zoning, along with the City Council, will continue to oversee development to ensure it aligns with our community’s needs and values.

Pet of the Week: On a lighter note, our Pet of the Week from the St. Joseph Bay Humane Society is Piper! Piper is an 8-year-old, 70-pound sweetheart who arrived at the shelter in November 2024 after being dumped in the parking lot by her owner.

Piper is struggling to adjust to shelter life, finding the environment noisy and stressful. To help her feel more comfortable, the staff has moved her to a quieter space. She craves human companionship and adores the extra attention from the staff. Piper keeps her kennel spotless and is highly treat-motivated.

While Piper needs a harness for walks due to her tendency to pull, she settles down after some time. She prefers to be the only pet in the home to receive all the love and attention. Piper has also spent time in a foster home, where she formed a strong bond with one person. She is currently on a weight reduction diet to help her shed a few pounds.

Piper is heartworm negative, microchipped, and up-to-date on vaccinations. She is a lovable older gal looking for a forever home where she can spend her golden years surrounded by love and kindness. Please visit the St. Joseph Bay Humane Society to meet Piper!


Week of 2/10/25: JLAC Meeting, Beach Vending, Dune Ordinance, Pet of the Week

JLAC Meeting: The City Hall leadership team, including the Mayor, Finance Director, Administrator, Clerk, and Deputy Clerk, is attending a Joint Legislative Audit Committee (JLAC) meeting in Tallahassee. We will be discussing audit findings and the steps we are taking to address them.  We are excited to share our progress with the JLAC committee.

Beach Vending: The Council will be considering beach vending regulations this week. Currently, vending is only allowed on privately owned beach areas in front of active restaurants, hotels, or bars. However, since this type of setup no longer exists, we need to reassess our ordinances. The Administrator has requested that the Council decide if and where beach vending should be permitted, and then we will determine the necessary changes to our ordinances.

Dune Ordinance: The first reading of the Beach and Dune Protection Ordinance will take place at this week’s Council meeting. This ordinance aims to protect our valuable natural dune habitats and storm defense systems by prohibiting any activities on the dunes, including walking.

The St. Joseph Bay Humane Society Pet of the Week is Brick! Brick came to the shelter in June of 2024 when he was dumped in the parking lot. Brick is a super-friendly boy who loves people. Brick keeps his kennel very clean and enjoys play time out in the big yard.  He is a big boy and sometimes forgets how big he is, so he would do well with older children. Brick loves treats, so teaching him tricks will be a piece of cake! Any potential dog siblings will require a meet and greet. Brick tends to pull on a leash, so a harness is a must. He is a very happy guy who enjoys all the attention! Brick would love a home where he can get tons of cuddles and a big, comfy couch to nap on! Brick is a loveable guy who is a big goofball! Week of 2/3/25: Beach Renourishment, Improvements to Sunset Park, Park Restrooms

Beach Renourishment Update: Sand deliveries to the beach will begin on Wednesday! The dredge is currently being positioned in the Gulf, and pipelines have been laid from the donor site to the beach east of El Governor. Heavy equipment has already been working in the area between this point and the canal, preparing the shoreline for the project.

The new sand may initially appear darker than the existing sand, but it will naturally lighten over time. It is expected to have a similar texture and consistency to the current beach sand.

Sunset Park Improvements: Our Public Works department has upgraded the shower area by replacing the natural wood flooring with durable composite materials. To further enhance safety and reduce the risk of slips, tread tape is being added to the surface.

Additionally, a portion of the split rail fence between the park and Highway 98 has been relocated slightly closer to the road. This adjustment helps protect the exposed sewer and gas upright pipes.

Restroom Installation Delays: The new restrooms for Under the Palms and Parker parks have been delayed by the manufacturer. We now anticipate their delivery and installation by the end of February.


Week of 1/27/25: Park Restrooms, Pickleball Slats, New Pet of the Week

The installation of new restrooms at Under the Palms and Parker parks has been delayed due to manufacturer issues. We anticipate completion by March, as the sites are already fully prepared with bases, electrical, and plumbing work finished.

The pickleball slats are being reordered because the initial ones received were incorrect in size and did not fit our fence. The process of returning the incorrect slats and ordering new ones is underway, but unfortunately, we do not have an estimated arrival time yet.

A new feature is being added to the Weekly Update: the Pet of the Week from the St. Joseph Bay Humane Society, a local no-kill shelter. This shelter relies on community support to care for pets that have been there for years, and we encourage everyone to consider opening their hearts to these animals.

The Pet of the Week this week is Koda!

He came to the shelter as a stray in February of 2024 and was scared and very nervous. The staff has been working really hard on building Koda’s confidence. He is a very affectionate boy and loves to be loved on.  Koda continues to work on his leash manners and takes treats very gently. Koda tested positive for heartworms when he came to the shelter and completed his treatment in early July of 2024. A fan of all big fluffy blankets and chewy dog bones, Koda would be a perfect snuggle partner while reading a good book on the couch or enjoying the latest Netflix special. Koda would need to meet any potential new brother or sister dogs, and he has been honest with the shelter staff that he is not a fan of felines. He subscribes to the motto, Dogs rule, and cats drool! Week of 1/20: Holiday Closure, 15th St. Pedestrian Bridge, Park Restrooms

All city offices will be closed on Monday due to the holiday. The sanitation schedule will be adjusted as follows: Monday’s route will be collected on Tuesday, and Tuesday’s route will be collected on Wednesday, with Thursday and Friday operating on their regular schedules. UPDATE: There will be no trash collection on Wednesday due to the winter storm closure.  Regular pickup will resume on Thursday and Friday.

The city has initiated the bidding process for the 15th Street Pedestrian Bridge project, which is funded by grants. Although a completion timeline has not been established, the next steps include selecting a contractor, who will then procure materials and labor.

New restrooms are being installed at Parker Park and Under the Palms Park, with completion expected by the end of the month. The necessary plumbing, electrical work, and base materials have already been installed.


LDC Change Requests

The next workshop is scheduled for 9 am on 1/8/24. Following this, the City Council will decide on the next steps, either implementing select changes immediately or establishing a committee to oversee further updates.

Week of 1/13: Financial Reports, Financial Audit, JLAC Audit

This week’s update focuses on fiscal responsibility and procedural transparency! Our new Finance Director is now fully onboard and has begun preparing regular financial reports. The December 2024 report is available on the Budget & Financials page for your review.

To quickly assess our financial position, check the percentage of the year that has passed, then compare it to the “% Spent” column in the report. Ideally, the numbers should be fairly close. For instance, the latest report covers approximately 25% of the year or 25% of the full budget.  Our spending is at 18.40% of the full budget, meaning we’re spending less than we’ve budgeted.  Here’s how some key areas are tracking:

  • Police expenditures: 23.65% of the expected year-to-date (YTD) spending
  • Vehicle maintenance: 18.68%
  • General government: 24.31%

These figures are all within an acceptable range. The one notable outlier is development services at 258.26%. We’ve identified some mis-coded expenses, which will be corrected soon. Overall, we’re in great shape financially!

On the topic of official financial audits, we’re fully caught up. All required audits have been completed and returned with positive results, confirming our strong financial standing. The audit for the fiscal year ending September 30, 2024, will be submitted before the June deadline.

Finally, regarding the JLAC audit, those results are in. The Mayor will address them during the Council meeting on January 14.


Week of 1/6: Beach Renourishment, Pier, and Police & Fire Department Building

This week marks a significant milestone with the launch of the beach renourishment project. On Monday, a meeting was held on 37th Street, bringing together contractors, engineers, project managers, and other key stakeholders to discuss the project’s details. Regular weekly meetings will be held throughout the project’s duration, which is expected to conclude by April 15th of this year. For those interested in learning more about the project, additional information can be found on the CDC’s website, as they are overseeing the initiative.

In other news, progress is being made on the pier reconstruction project. A meeting was held with AtkinsRealis, the contractors handling our recovery projects, and FEMA to outline the next steps. Although the project is still on track, it has been delayed due to considerations about extending the pier 200 feet into the Gulf to reach deeper waters. Currently, there is no established timeline for completion. The next step involves putting the project out to bid to determine costs, which will then be submitted to FEMA for review and response.

The reconstruction of our Police Department and Fire Department facility, another FEMA-funded project, is also ongoing but proceeding at a slower pace due to delays from FEMA. In their latest communication with us, FEMA denied funding for relocating the facility to a new site. Despite their previous acknowledgment that relocation was necessary after the original facility was destroyed in its previous location – an assessment shared by their top officials during a site visit – they now recommend rebuilding at the same location as before. We have appealed this decision and expect a response within six months regarding whether or not we can move forward with relocation plans that better align with our needs for safety and resilience against future disasters or challenges posed by its current location.


Week of 12/30: Sanitation Pickup, Office Closure for New Year’s Day, Kayak Launch, Beach Renourishment

City Hall will be closed on Wednesday, January 1st, in observance of the holiday. However, trash pickup will proceed as scheduled, with no changes to the regular pickup days.

In other news, the new ADA-accessible kayak launch on the Canal is now open. To accommodate visitors with disabilities, a nearby parking space on Canal has been redesignated as a handicapped spot, supplementing the three new handicapped spots in the adjacent parking lot. A formal ribbon-cutting ceremony will be held after the holidays, and the date will be announced soon.

Beach renourishment is slated to begin next week.  All parking spots on South 37th will be reserved for equipment staging and worker parking through the end of the project on or before 4/15/25.  In addition, the northeast corner of the overflow parking at the boat ramp will be closed to accommodate storage of oversize debris from the dredging operation. The sand being placed on the beach will be the same size and texture as the existing sand; however, it may take several months for the sun to bleach it out to the color of the existing sand.

Week of 12/23: Sanitation Pickup and Office Closures for Christmas, Mayor’s Christmas Letter

From the Mexico Beach City Hall, warmest Christmas wishes to you. As Bill Murray so aptly put it, “It’s Christmas Eve! It’s the one night of the year when we all act a little nicer, we smile a little easier, we cheer a little more. For a couple of hours out of the whole year, we are the people that we always hoped we would be.”

A few important reminders:

  • Sanitation pick-up will follow the regular schedule, with no changes.
  • Office hours are affected by the holidays – City Hall will be closed on Christmas Eve (12/24), Christmas Day (12/25), and New Year’s Day (1/1), but will be open on New Year’s Eve (12/31).
  • A special Christmas message from Mayor Wolff is available on the city’s Facebook page.

 

Week of 12/16: New Finance Director, Kayak Launch, LDC Updates

Introducing Our New Finance Director, Mike Snyder:
We are thrilled to announce and extend a warm welcome to our new Finance Director, Mike Snyder, who has joined the Mexico Beach team. In conjunction with the hiring of Mr. Snyder, we have established a dedicated department for all financial staff and performed some organizational restructuring. Previously, Mike was responsible for overseeing budgets totaling $15 million for various for-profit and non-profit organizations in South Carolina. In addition to his professional achievements, he is a seasoned softball official with over four decades of experience in slow and fast-pitch games. He also owns a small BBQ business.  Mike joins his wife and his family dog in Apalachicola while their daughter remains in South Carolina.

Kayak Launch
The highly anticipated ADA-compliant kayak launch is nearing completion and is expected to be finished by the end of the week. An official ribbon-cutting ceremony will take place later this month. The project takes advantage of the addition of three new handicapped parking spaces in a new lot on Canal, with an adjacent dedicated handicapped parking space nearby.

LDC Workshop Series Begins:
The first of two essential public workshops will be held this evening, with a follow-up session scheduled for January. The primary goal of these workshops is to gather insights and opinions from residents regarding potential revisions to the land development code. The City Council will review the collected feedback and decide the most appropriate course of action, either by implementing immediate changes or forming a dedicated committee to evaluate and develop a strategic plan to address the concerns raised during the workshops.


Week of 12/9:  Pickleball Screen, Kayak Launch

Pickleball:
We’ve hit a minor setback in the installation of our pickleball screen. Unfortunately, the supplier provided incorrect measurements and delivered slats too wide for our chain-link fence, causing incompatibility issues. Thankfully, we’re not backing down and are currently working closely with the supplier and manufacturer to obtain the correct size needed. As soon as we have the proper replacement parts in hand, our team will promptly install them.

Kayak Launch
On a more positive note, progress continues on the kayak launch dock. The main structure has been fully assembled and is now in the water. However, we’re still waiting for the two piles to be installed before we can complete the final assembly. This additional installation step will allow us to securely fasten the dock in place.

Originally, we aimed to have everything completed by the end of this week. But, it now looks like we’re targeting a completion date at the end of next week instead. We appreciate your patience and understanding as we work through these issues to ensure the highest quality product and experience for our residents and visitors!


Week of 12/2: LDC Updates, Kayak Launch, I’m All Ears

Mexico Beach Land Development Code Updates:
We have initiated an essential undertaking to revise and refine the codes and rules governing property development in Mexico Beach. This task involves multiple departments such as the City Council, Building Department, Code Enforcement, and Planning and Zoning. Our primary objective is to address and resolve any ambiguity or discrepancies in the current requirements.

The process and timeline have been discussed and approved during the latest City Council meeting. In the upcoming week, we will be collaborating with the Planning and Zoning department. Following this, we plan to hold a few community workshops to gather feedback and insights from residents and stakeholders. Moving forward, the City Council will assess the suggestions and determine the best course of action, which may include creating a dedicated committee or implementing specific changes.

Kayak Launch Update:
Thrilling news to announce – the components for the new ADA-compliant kayak launch have finally arrived! The assembly and installation process is scheduled to commence immediately and conclude within the next two weeks. Please stay tuned for a formal announcement upon its completion and readiness for public use.

Week of 11/25/24: Cul-de-Sac, Sewer Main Break, Holiday Info

Cul-de-Sac:
We’re testing a cul-de-sac at the end of Canal.  The idea is to provide a drop-off and pick-up location; cars can then park in the new lot that was just constructed.  The handicap spot was moved just a couple of feet closer to the ramp.  Feel free to send me your thoughts on this – [email protected].

Sewer Main:
On Sunday in the early morning hours, the main sewer line running to Tyndall sprang a leak.  Crews from our Utilities Department, along with staff from the Fire Department and Sheriff’s Office, spent the day on the side of 98 getting the situation resolved.  You don’t realize how much work it is to fix a leak until you see the sheer volume of dirt that needs to be moved just to access the leak and then see the size of the actual pipe.  It was impressive!  Crews were able to place a sleeve around the pipe to seal the leak and then fill the hole back in.

Holiday Info:
All offices will be closed this Thursday and Friday for Thanksgiving.  There will, however, be regular trash pickup on Friday, and crews will run Thursday’s route a day earlier on Wednesday:

Saturday is going to be a huge day!  The golf cart parade kicks off at Under the Palms Park at 5:30 and winds its way to Parker Park for the 6:00 tree lighting ceremony.  Rumor has it that Santa will even make an appearance.  More info on the para, de as well as the waiver form to join, is available on their Facebook page.


Week of 11/18/24: Hwy 98 Resurfacing, Christmas Decorations, and FEMA Projects

We’re closer to beginning the resurfacing project on 98!  What’s holding us up currently is moving the water and sewer lines on the north side between 14th and 16th to accommodate the turn lane.  We originally thought we’d do it ourselves, but we’ve since learned that it’s unfortunately beyond our capabilities.  We met with the overall project’s contractor and FDOT on Monday, and they will be giving us an estimate for the work.  That expenditure will need to be approved by the Council.

We’re also closer to the tree lighting and golf cart parade!  The decorations have gone up on the light poles as well as at Sunset Park and Parker Park.  You’ll have to wait until 12/1 to see them lit up, however.  Hope to see you at the parade and tree lighting!

In addition, we’re making quick progress in the process of updating the Land Development Code and/or Comprehensive Plan.  We’ll be seeking input from all of you, so stay tuned for those opportunities.

Where we’re not making quick progress are the pier and fire/police station projects.  Because these are funded by FEMA, we’re at their mercy.  FEMA denied most of the funding we requested for the fire/police station.  We’re filing an appeal, but that could push the project back as much as a year.  As for the pier, we’re waiting for several federal agencies to provide their approval.  In the meantime, we received permission to put the project out for bid.  FEMA doesn’t have an accurate or current pricing model for a project such as this; they’ll be relying on the bids to help narrow down the scope and cost.  We’re hoping to speed things up a little bit by taking care of these two items at the same time.

I want to make communication as personalized as possible because everyone has different preferences for staying informed. With that in mind, we’ve added three new features to our city website.

  1. Projects Page: Located in the top menu on the far right, this page offers updates on the various projects we’re managing throughout the city. It’s updated every two weeks to keep you informed on our progress.
  2. Mexico Beach Monthly Newsletter: Available both online and with your water bill, this newsletter provides the latest news on key city initiatives and upcoming events in Mexico Beach.
  3. Administrator Updates: In this new section, I’ll be sharing a weekly snapshot of what we’re working on across city departments.

And, of course, I’m always available to meet (appointments can be scheduled online), take your call, or respond to your emails if you’d like to discuss anything further.

Keeping Our City’s Canals Clear and Ready for Heavy Rains
Last week, our city maintenance crews began the essential work of clearing and maintaining our canals to improve stormwater management during significant rain events. The primary goal is to cut back overgrown vegetation along all canal banks, bringing them to a manageable state that we can then regularly maintain.

In addition to clearing, crews are also dredging the canals to remove built-up dirt and sediment. This process is crucial for ensuring that pipes connecting the canals remain unobstructed and that the canals themselves have the capacity to handle large amounts of water. By increasing this capacity, we’re able to reduce the risk of water backing up onto roads and into residential yards during heavy rains.

Enhancing Code Enforcement for a Cleaner Community

Code Enforcement has been working diligently to implement a new system for handling code violations, corrections, and abatements. Here’s how it works: when a property violates city codes, the property owner is notified either in person or by mail. They then have 10 days to address and correct the issue. If the issue remains unresolved after that period, fines will begin accumulating on the 11th day.

If a certified notice is returned as undeliverable, we’ll post the violation notice on the property itself, as well as at City Hall and online, to meet all notification requirements.

Property owners also have the right to request a hearing within 20 days of receiving a violation notice. If no hearing is requested and the violation is not addressed, the Special Master may authorize us to begin abatement. This means city staff will correct the issue, and the property owner will be billed for the work. If this bill goes unpaid, a lien will be placed on the property.


Week of 11/4/24: Addressing Stormwater Management in Mexico Beach: Steps for Progress

This week, we’re focusing on stormwater management in Mexico Beach. We’ve identified eight areas in the city that are most prone to flooding and drainage issues, and on Tuesday, we met with AVCON, our stormwater engineering partner, to review the top two priority areas. Fixing drainage city-wide will be a large undertaking, but we’re committed to making immediate and long-term improvements. Tackling this challenge step-by-step, we aim to make meaningful progress over time.

The full list of locations includes:

  • 4th St. from Hwy 98 to Florida Ave.
  • Area of 417 Colorado Ave.
  • Former Angeline Estates
  • 5th and Cathey Ln. to Ditch
  • 1st St.
  • Pine and Magnolia Aves. to Hwy. 98
  • Ends of 39th and 40th

Our Approach: A Three-Tiered Strategy

  1. Quick Fixes: Actions we can take now to improve stormwater flow immediately.
  2. Moderate-Sized Projects: Projects requiring more detailed engineering, design, and contractor involvement. These will provide insights as we work toward a broader solution.
  3. Future Development Standards: Adjustments to our Land Development Code to ensure new construction supports, rather than hinders, proper drainage.

Quick Fixes for Immediate Improvement

  • Storm Drain Maintenance: Crews are sweeping the city to clear debris from all storm drain grates, ensuring they’re free from plants and buildup. This will improve water flow during heavy rains, particularly important as wet weather is anticipated soon. If you notice a drain that needs attention, please reach out to let us know!
  • Canal Maintenance: We’re starting brush-clearing efforts on the man-made canal along 7th St., cutting back plants on the banks to better understand the canal’s structure and flow. With visibility improved, we can plan any necessary adjustments to increase the canal’s capacity and overall efficiency.

Moderate-Sized Projects: Testing Solutions and Building Expertise

  • 4th St. Project: We’ve identified the area from 98th to Florida Ave as a major drainage issue. This project will serve as a test case, giving us valuable insight into the cost and process for moderate-sized drainage improvements. With several similar projects needed, completing this will help us prepare for others.  Much needs to be done before any work, including engineering and design.
  • Drain Pipe Solutions: When canals are at capacity, they can back up into connected storm drains and pipes. AVCON is exploring engineering solutions to address this issue, aiming to implement measures that could be applied at multiple locations across the city.

Future Development Standards for Sustainable Stormwater Management

  • Culvert & Swale Requirements: Over time, construction has resulted in a mix of adequate, inadequate, or even nonexistent drainage solutions in some areas. Ensuring new projects address stormwater flow from the outset is essential, so we’re reviewing our code to make sure future work meets our standards.
  • Permitting & Inspections: To enforce these standards, we may adjust our permitting and inspection processes, making sure all requirements are met to maintain stormwater flow city-wide.
  • Long-Term Planning and Funding: Over the long term, we’ll continue to evaluate projects that address underlying issues, looking into both the scope of work required and potential funding sources.

By taking these steps, we’re committed to improving drainage across Mexico Beach. This three-phase approach will enable us to make immediate improvements, implement sustainable solutions, and set standards for future development that protect our community from stormwater challenges.
